Администрация объявила конкурс на установку стеллы «Поселок городского типа Яя» и установила максимальную цену контракта (!!!) 475600 рублей.
Были объявлены следующие условия:
1.Стелла устанавливается на монолитное железобетонное основание.
2.Каркас стеллы выполнить из металлического углового профиля размером 30х60 мм.
3.Стеллу выполнить из листового металла с полимерным покрытием толщиной 2 мм.
Срок выполнения работ был установлен до 1 августа 2008 г.
Для участия в конкурсе поступили всего 2 заявки:
1. ООО СК «Универсал» Филиал «Кемеровский» 634050, г.Томск, пр.Ленина 34, поступила 23.06.2008г. в 09.30.
2. ООО «Концерн Сибстрой» 634059, г.Томск, ул.Мичурина 20, каб.13, поступила 23.06.2008г. в 09.45
Удивительно, что обе компании предложили одинаковую цену — 475600 рублей, что является максимальной ценой контракта.
Победителем конкурса признано ООО СК «Универсал» Филиал «Кемеровский» так как котировочная заявка поступила ранее заявки другого участника размещения заказа. Обратите внимание, что заявки поступили с интервалом всего в 15 минут и обе фирмы зарегистрированы в г. Томске.
Обратимся к системе «ДубльГИС». По адресу Мичурина, 20 действительно находится фирма ООО «Концерн Сибстрой», сфера деятельности которой и связана со строительством, но вот по адресу пр.Ленина 34 располагается третий корпус Томского Государственного Университета, и строительных фирм там и в помине не было. Также об ООО СК «Универсал» Филиал «Кемеровский» нет никоких упоминаний в интернете, кроме документов о проведённых тендерах, в одном из которых от 18 августа2008 г. она зарегистрирована уже по адресу 634515, Томская область, с. Зоркальцево, ул. Трактовая 39.
Перейдём к следующему конкурсу на установку стеллы Яйского района на Кемеровской трассе.
Здесь, хоть и цена поменьше, зато гораздо больше интересной информации.
Все условия те же самые, но срок установлен до 10 сентября 2008 г.
Также к проекту прилагается смета расходов.
Итак возьмем на вскидку парочку пунктов из сметы. Набираем в поисковике «профильная труба», и сразу находим сайт металлопроката http://st-metal.ru. Несмотря на то, что это Московский сайт, разница в стоимости поражает. 125 рублей за погонный метр против наших 550… Далее возьмем композитные панели, сразу натыкаемся на сайт http://www.izoplast.ru/ компании, поставляющей продукцию в города сибири. Стоимость листа около 500 руб/кв.м. против 4600 руб/кв.м. в смете.
Конечно же, скажете вы, в смете-то учтена стоимость материалов с учетом работы, но зачем же тогда седьмым пунктом указана «Доставка и установка стеллы» с гигантской стоимостью в 35000 рублей.
В конкурсе участвовали всё те же две вышеописанные фирмы, одна из которых ООО «Концерн Сибстрой» предложила максимальную цену контракта — 300200 рублей, а ООО СК «Универсал» Филиал «Кемеровский»на 200 рублей меньше — 300000 рублей.
Первую стеллу подрядчики уже установили, потратив на это всего лишь пару дней, не сильно постаравшись над её видом сзади.
Стоила ли она таких денег, которые за неё заплатили, судить вам.
Монтаж стеллы. Впечатление такое, что стройматериал привезли прям на «шестерке». Причём нигде не указано, что при строительстве новой стеллы будет использована старая — «Яя».
Готовая стелла. Возвели её кстати только к 26 августа вместо 1-го.
